RDieHarder 0.1.3

A pure maintenance release of
is now on CRAN. RDieHarder provides R bindings for the DieHarder battery of
tests for random number generators by Brown et al.

This release contains no new code, but the vignette needed to be moved from
inst/doc to vignettes/ to help finalize that
transition of the R / CRAN Package Policy.
